The roman republic released the Lex Opppia in 215 B.C. this law banned purpure robes and expensive jewelery.
Today material luxury is something so common that if one country would release such a tax - wealthy people would just get their luxurious goods from another country.
In 1562 the Doge Gerolamo Priuli released a law that gondolas should only be black in order to prevent pomposity.
